LOS ANGELES – Shomari Jennings was willing to pay the $70 ticket he received for driving without a seatbelt, but not the slew of tacked-on fees and penalties that ballooned the cost more than tenfold.

Every $10 of his base fine triggered a $26 “penalty assessment” for courthouse construction, a DNA identification program, emergency medical services and other programs. Other fees ranged from $1 to $35.

“It’s the new tax,” Jennings, 30, complained while waiting in traffic court to contest a staggering bill compounded by a $500 fine for missing a court date.

And motorists can only expect more of the same as cash-strapped cities and states consider measures ranging from expansion of red-light camera systems to charging drivers for cleanup after accidents.

In Iowa, lawmakers grappling with shortfalls in the state’s public safety budget are exploring ways to increase fines for traffic violations. There’s a proposal in Maryland to add a $7.50 charge to traffic fines to help pay for law enforcement and fire protection equipment.

PITTSBURG, N.H. – Up here, folks have another word for roadkill. It’s “dinner.”

When a whitetail gets clipped by a passing vehicle on Route 3, conservation officer Chris Egan or Police Chief Richard Lapoint come out to survey the damage. If the animal can be salvaged, it’s offered to the driver who hit it.

If the driver doesn’t want it, Egan or Lapoint start making calls. They keep a list of people who will take the animal for venison.

“Anytime the deer’s not hurt too bad, if you bone it right out, it’s almost as good as it would be if you killed it in the hunting season,” said Gordon Covill, 83, who got the call — and the meat — after a doe was hit last week near his house. “When they give me one, I’ll bone it out and save it.”

In this rural northern New Hampshire town, there’s no shortage of fresh meat on the grill. Deer have been getting hit at a rapid rate recently and many have either died on the spot or been euthanized because of their injuries.

As of Feb. 18, more than 50 collisions between deer and vehicles have been reported in Pittsburg and neighboring Clarksville, mostly on a 10-mile stretch of Route 3.

MIAMI – Toyota owners claiming that massive safety recalls are causing the value of their vehicles to plummet have filed at least 89 class-action lawsuits that could cost the Japanese auto giant $3 billion or more, according to an Associated Press review of cases, legal precedent and interviews with experts.

Those estimates do not include potential payouts for wrongful death and injury lawsuits, which could reach in the tens of millions each. Still, the sheer volume of cases involving U.S. Toyota owners claiming lost value — 6 million or more — could prove far more costly, adding up to losses in the billions for the automaker.

Such class-action lawsuits “are more scary for Toyota than the cases where people actually got injured,” said Tom Baker, a University of Pennsylvania law professor. “A super-big injury case would be $20 million. But you could have millions of individual car owners who could (each) be owed $1,000. If I were Toyota, I’d be more worried about those cases.”

As Toyota continues to deal with the recalls and wavering public confidence in its vehicle safety, its biggest financial fight may be in the courtroom. A key decision could come at a March 25 hearing in San Diego, where a panel of federal judges will consider whether to consolidate the mushrooming cases into a single jurisdiction.

After that, a judge will decide whether all claims filed by Toyota owners nationwide can be combined in a single legal action — known as “certifying a class” — and whether the claims have enough merit to move toward either trial or settlement.
