MADISON, Wis. – For soldiers patrolling in Iraq and Afghanistan, death can come from a bomb hidden in a trash pile or an innocent-looking face in the crowd. Returning home alive can depend on the quick turn of a steering wheel or pull of a trigger.

Those heightened survival instincts don’t always translate when those soldiers return home to their jobs as law enforcement officers.

In interviews with The Associated Press and in dozens of anecdotes compiled in a survey by the International Association of Chiefs of Police and the U.S. Bureau of Justice Assistance, officers described feeling compelled to use tactics they employed in war zones after they returned to work in the U.S. and feeling less patient toward the public they serve.

One officer said he felt compelled to fire his gun in the air to disperse an unruly crowd in California. Others said they felt wary about being flanked when working crowd control. And others said after seeing the hardships ordinary Afghans and Iraqis lived with, it’s hard to care about complaints over pet droppings.

The report, which was issued late last year, warns that the blurring of the line between combat and confrontations with criminal suspects at home may result in “inappropriate decisions and actions — particularly in the use of … force. This similarity … could result in injury or death to an innocent civilian.”

HAVANA – Looking in the mirror used to make Yiliam Gonzalez sick to her stomach.

“I would see myself, and my body didn’t match who I was,” said the 28-year-old wedding pianist, who went by William before receiving a sex change under Cuba’s universal health care system.

Gonzalez is living proof of a small but remarkable transformation for the rugged revolution of Fidel Castro, Che Guevara and a band of ever-macho, bearded rebels, who long punished gays and transsexuals — but now are paying for sex changes.

Standing six feet (183 centimeters) tall, with shoulder-length blonde hair, heavy makeup and an ID card still bearing a man’s name, Gonzalez underwent the procedure in 2008. She was one of eight Cubans to do so through a program begun in 1988 — then suspended for two decades, after many complained the communist government had better ways to spend its scarce resources.

The operations have begun anew under President Raul Castro’s daughter Mariela, Cuba’s top gay-rights activist, and 22 more transsexuals are waiting to have it performed.

WASHINGTON – Greece is a financial basket case, begging for international help. Is America heading down that same road?

Many of the same risky financial practices that now imperil the Greeks were at the center of the all-too-recent U.S. meltdown.

As with Greece, America’s national debt has been growing by leaps and bounds over the past decade, to the point where it threatens to swamp overall economic output. And in the U.S., as in Greece, a large portion of that debt is owed to foreign investors.

Not good, if these debt holders begin to wonder if they’ll be paid back. A foreign flight from U.S. Treasury securities could sow financial chaos in the United States, as happened when many investors lost faith in Greek bonds.

It’s something that could affect all Americans. The U.S. has never defaulted on a debt, and even the hint of such a possibility could send interest rates soaring and choke off a fragile recovery.

CONCORD, N.H. – Among the 1.5 million condolence letters sent to President John F. Kennedy’s widow after his assassination in 1963 were more than two dozen from Jane Dryden, a dogged and dramatic 11-year-old who churned out a letter a week for six months straight.

“I know that you hate the whole state of Texas. I do to,” she wrote to Jacqueline Kennedy from Austin in January 1964. “I wish I lived in Washington, D.C. where maybe I could maybe see you standing on your porch. I am determined to move there as soon as I can. I would feel safer there.”

Given the overwhelming volume of mail — 800,000 letters in the first seven weeks alone — most of condolence letters were destroyed. But at least one of Dryden’s notes ended up among the 200,000 pages that were sent to the John F. Kennedy Library in Boston, where they sat largely ignored until historian Ellen Fitzpatrick decided to write “Letters to Jackie: Condolences From a Grieving Nation.”

The book, released last week by HarperCollins, includes more than 200 never-before published letters divided into three categories: vivid recollections of the day Kennedy was killed; letters that express views on society, politics and the presidency; and personal experiences of grief and loss.

Larry Toomey of Upper Darby, Pa., didn’t even wait until Kennedy’s death was announced before starting his letter.

LONDON (AFP) –
Britain’s decision to back the US-led invasion of Iraq in 2003 earned it respect in the Middle East and it must not be scared of similar action in the future, Foreign Secretary David Miliband said Monday.

Giving evidence to the public inquiry into Britain’s role in the US-led conflict, Miliband insisted that despite all the violence, Iraq now had the potential to be an example to the region on democracy and human rights.

Miliband acknowledged the domestic and international opposition to the war but said many Arab countries respected Britain more for acting on Iraq’s violation of UN resolutions on its weapons of mass destruction.

“I do think people in the region do respect those who are willing to see through what they say they favour,” he said.

“Even those who disagree with it (the war) would say to me, ‘you’ve sent a message that when you say something you actually mean it. And if you say something’s a last chance it really is a last chance’.”
